I do not use You particular security software but popup blocker are normally inside Your security software (if You use IE 4-6 which You do? – but that is the problem I do not know which version IE6 ? ).
You would search poup blocker inside Norton and switch it off.
With IE 7 You would also have a look at IE security settings in internet options panel. They were changed by recent updates!
Changing may leave You with popups if You visit unknown Internet places. If You have problems there maybe use some alternative browser1.) Firefox and Opera (very fast) are IMHO easy to configure.
An alternative browser can be also a solution if You do not find out where to change settings. Alternative browsers ship their own popup blockers which are easier to configure. So not only nerds use them but also 50odd yo non nerds like me.
