all the toolbars you have , google toolbar, yahoo toolbar, etc.. have pop up blockers as well as your security like nortons has also ad blocker. you need to go to all of them and tell them accept the site when it blocks in toolbars it will usually show it in blocked popups and you can highlight it and click allow. it may also be blocked by the firewall check that firewall is set to learn, and if it needs to install active x control it will show a bar at top of page you need to click and download control.
in most cases a yellow bar will come up just below the address bar — click on it and pick the option you want.
