You can temporarily disable it by holding the control key down when you click on the link you are trying to go to. Popups will be temporarily allowed.
To permanently turn off the blocker in IE7, go to Tools->Options->Privacy tab and uncheck the box.
If this doesn’t solve your problem, please post more details about your configuration and how to duplicate the problem.
