Download and install the latest version of Firefox. It will allow you to set pop ups for those sites you want to get pop ups from and block all others. You could attempt to add the website in question to your 'Trusted sites' list which basically reduces browser security to sites that you know and trust. Sometimes it works, most times its just better to get a non-microsoft web browser.
